Why does Public Health need to be discussed in secret?

Codex Allimentarius is, ostensibly – if you believe the mind numbing boredom of the Codex publications – about safegarding public human health. Ok so far wouldn’t you say?
If this is so then just why are health experts excluded from the Codex meetings? Why are discussions and documents about OUR health a secret protected by armed guards? Just what is it that the pharamceutical and Monsanto guided Codex Allimentarius Commission don’t want us to know about their plans for us?
